The Arts Council of England’s timetable for amalgamating the 10 English Regional Arts Boards into a ‘simpler, quicker, more arts-friendly’ national body by the end of 2001 has slipped back to March 2002. As Laura Dyer, the East Midlands Arts chief executive, says, ‘It is a fundamental, seismic shift’ which she likens to the reform of local government in terms of the time it will take to complete. An independent analysis of responses from the arts community to ACE’s consultation on the proposed structural changes found that 49% of respondents were ‘very unfavourable’ or ‘unfavourable’, with 32% ‘ very favourable’ or ‘favourable’ and 19% who were neutral.
