Liverpool’s successful bid to become European Capital of Culture 2008 should net the city millions in regeneration funding as well as extra tourism revenues and new jobs. It could certainly do better from the lottery: whilst it has secured more large grants than any of its short-listed rivals, these have tended to be middling sized awards funding service provision and voluntary sector support rather than extensive capital investment. The Culture Secretary, in her announcement of the winning city, acknowledged the work put in by short-listed candidates, saying: ‘I also want to ensure that all the hard work and inspiration from the other bidding cities is not wasted. For them, today should be a beginning, not an end, to their aspirations. …We will encourage the development of a cultural programme, encompassing all 12 cities that bid, and we will be talking to Arts Council of England, the Heritage Lottery Fund and others with an interest in order to take this forward. I will provide more details of this later in the year.’
