Lord Walpole’s private members’ bill to empower the Community Fund to make grants for endowment funds sank last month without ever reaching its scheduled 2nd Reading in the Lords on 27 February. The Government had, apparently, asked the sponsors to withdraw the bill on technical grounds.
Tessa Jowell made a point of declaring the Government’s in-principle support for the aims of the bill during the Commons debate on the Lottery on 1 March, and the bill’s sponsors are meeting with DCMS officials to work out how best to proceed.
