CF unveils five-year strategy

The Community Fund will once again permit the charging of some core costs, it announced in April, as it revealed its five-year strategy for 2002 to 2007. The charity world has welcomed the relaxation of the rule imposed in 1999 which outlawed the inclusion of any organisa-tional overheads in budget applications for CF awards. The relaxation applies only to strictly defined and limited costs. As Gerald
Oppenheim, head of policy and communications, said, ‘We are still a project
funder. Our policy directions make it pretty clear we are not a core
funder.’ He added: ‘Very few people display core costs in a way that is transparent and easily understood.’ The CF hopes to save precious staff time checking up on hidden core costs in applicants’ budgets by making some costs admissible and making the application form clearer on this point. It has also pledged to review this policy at the end of the year when the Association of Chief Executives in Voluntary Organisations publishes the results of work it is doing on budgeting conventions and presentation of organis-ational overheads by charities. The new strategy includes several other significant changes, including: l a taper for continuation funds, so that organisations will only receive 25% grant in their final year l a requirement for match funding from large organisations applying for grants over £60,000 l a maximum grant size of £300,000 (or £250,000 in some regions) l priority catchments and target beneficiary groups.
